政府規定從7月1日起「內用」餐飲禁用一次性塑膠吸管。 圖／聯合報系資料照片彌月送禮推薦超人氣商品 分享 facebook 「新限塑」措施的內用餐飲禁用一次性塑膠吸管，7月1日即將開罰，中彰投3縣市包括政府部門與學校、百貨公司業及購物中心、連鎖速食店等4類場所共上千處。以台中市而言，有500多處，但鼓勵業者提供「自備吸管」的優惠措施，至昨天才11家業者跟進；中市環保局長吳志超說，只辦一次說明會，會要求再加強宣導。. } }); } 行政院環保署規範今年7月1日起，要求全國各政府部門、學校、百貨公司業及購物中心、連鎖速食店等4類場所，「內用」餐飲禁用一次性塑膠吸管。台中市府表示，首次違規將勸導，第二次違規可處1200元至6000元罰鍰。中市環保局推「獎勵措施」，鼓勵業者提供自備吸管優惠措施，但目前僅11家業者響應；環保局長吳志超表示，環保局開過第一次說明會，宣導時程和作法，響應家數不多，還需再加強宣導溝通，今天會再開說明會，向業者說明規定和罰則。中市環保局也會向這4大業者強調，新規定剛開始如有違規會先勸導，但第二次違規會罰鍰，因為是全國一致性規範，台中市環保局會嚴格執行。彰化縣環保局副局長林孟弘表示，彰化縣購物中心、連鎖速食店、抗漲百貨優惠學校、大力推薦政府機關等場所約400處，已進行過第一波宣導，6月7日會再辦一次宣導，目前購物中心、連鎖速食店禁用一次性吸管仍是極少數，會再加強宣折扣情報便宜團購導，7月1日起會按規定執法。南投縣自106年起積極響應限塑政策，在各項會議及宣導活動期間改用重複清洗的餐具，禁止使用各類一次性餐具及瓶裝水，並推廣各級機關、學校減少使用，以實際行動推動各單位落實源頭減量，讓資源可以重複使用。南投縣環保局表示，過去一直努力推動資源回收及源頭減量，目前對縣內政府部門、學校、百貨公司業及購物中心、連鎖速食店等4類場所內用餐飲不提供塑膠吸管政策，7月1日起配合政府公告「一次用塑膠吸管限制使用對象及實施方式」，會先以勸導、輔導為主，將來若商家屢勸不聽，才會開罰。
房貸寬限期隱憂／央行總裁示警 防違約風險 銀行這麼做
根據金管會統計，今（2018）年底房貸寬限期到期金額將達5429億元，由於寬限期到後，房貸戶必須本息一起攤還，以房貸千萬元、年息2%、還款20年來說，申請3年寬限期，前3年月付額只要16667元，但寬限期到期後，月付額提高至5萬7865元，對資金不足者將造成還款壓力，也成為銀行逾放潛在風險。
根據金管會統計，至今年底止，房貸寬限期到期的金額高達5429億元，占整體房貸餘額約8.1%。其中因公股行庫房貸市占高，光是8大公股行庫年底房貸寬限期到期金額就近1500億元，以房貸龍頭銀行土地銀行來說，房貸戶27萬戶，約有3成申請寬限期，至今年底到期的房貸金額約300億元。
台灣銀行8月底房貸約18萬戶，其中1萬戶申請寬限期，而今年寬限期到期者約4500戶，金額238億元。合庫銀行則至8月底房貸戶有14萬戶，其中約有1萬戶申請房貸寬限，今年下半年到期的戶數約2千餘戶，到期的房貸金額約200億元。
兆豐銀行6萬房貸戶中，約有7%申請房貸寬限期，預計今年底有350戶寬限期到期，金額約90億元，即光是這4家公股行庫年底房貸寬限到期金額就逾800億元，據了解像第一銀行、華南銀行、彰化銀行及台灣企銀合計也逾5百億元。
對於房貸寬限期可能引發違約風險，央行總裁楊金龍日前也示警。他強調，基於金融穩定考量，央行持續注意金融機構不動產授信的風險控管情形，由於購屋貸款負擔率(每月房貸還款額占家庭月可支配所得比率)已逾3成，呼籲借款人宜留意貸款寬限期屆滿後還款負擔增加，以及未來利率變動的風險，尤其寬限期到期後本金利息都要繳，對房貸族壓力較大，而若太多房貸寬限期都一起到期，對銀行來說也是壓力較大。

兆豐銀行目前房貸逾放比率約0.19%，房貸政策以審慎穩健為原則，擔保品承做標的多以座落地段佳，借款人具還款能力的自住型房貸，且客戶保有自住房屋意願強烈的客群為主，兆豐銀強調，若因景氣因素間接造成的違約風險，尚在合理評估可接受範圍內。
土銀則指出，雖然房市受整體經濟環境不佳影響，致房貸逾放略有上升，但仍在合理可控制範圍內，且近3月來房貸逾放情形趨穩，房貸品質良好，尤其土銀居國內不動產貸款龍頭地位，不動產景氣之變化對土銀房貸業務影響不小，因此緊密注意房貸品質的變化及整體經濟環境及市場變遷，適時調整授信政策。
此外，土銀近期也針對新貸放案件較高風險客群調整授信條件，包括降低成數、利率加碼及寬限期縮減等，以維護授信資產品質。
